The Project Covered the four cities of Madhya Pradesh namely: Bhopal, Gwalior, Indore and Jabalpur.

The primary objective of the project is to promote sustainable growth and poverty reduction in the four project cities in Madhya Pradesh, and thereafter in the other cities in the state. Specifically, the Project will:

  • Provide sustainable basic urban infrastructure and services to all citizens of the four project cities;
  • Strengthen the capacities of the project cities to plan and manage urban water supply and sanitation system in a more effective, transparent, and sustainable manner.

While the Project will benefit the entire urban community in general, some components will focus on upgrading the conditions of the poorest and most needy groups in the slum areas in particular. The Project will also promote active participation of women citizens in municipal management and project implementation as both beneficiaries and agents. The Project comprises three parts :

Part A - the urban water supply and environmental improvement-covers the improvement and expansion of the following municipal infrastructure and services:
(i) urban water supply,
(ii) sewerage and sanitation,
(iii) storm water drainage, and
(iv) solid waste management.

Part B - is designed to increase the awareness and participation of the project beneficiaries in project implementation through
(i) Two community-level funds that will provide for participatory planning between the municipal authorities and the poor communities at the neighborhood level, for integrating slum improvements with citywide infrastructure; and
(ii) The Water for Asian Cities Program in India covering urban water conservation and demand management, to be financed through parallel cofinancing by United Nations Human Settlements Programme (UN-HABITAT).


Part C- project implementation assistance-will be support to the project management unit (PMU) at state-level and project implementation unit (PIUs) at city level, with activities immediately related to implementation of the Project.
Part A: Urban Water Supply and Environmental Improvement

  • Water Supply. This component includes (i) optimizing of the present system, including reducing nonrevenue water by legitimizing unauthorized connections and stopping leakages; (ii) expanding the distribution system into unserved areas; and (iii) augmenting surface water production (intake and treatment) as required.
  • Sewerage and Sanitation. The sewerage component is proposed for high- density city center areas where on-site or local wastewater treatment is not appropriate due to insufficient space. Sewage treatment will be using low-cost maintenance/waste stabilization ponds. In lower density areas, on-site sanitation will continue to be used, with the Project supplying equipment for emptying septic tanks. Sewerage schemes are included for all project cities. In all cities, community sanitation blocks will be provided for urban poor settlements where on-plot latrines are not possible.
  • Storm Water Drainage. This component will improve the storm water flow in urban drainage networks, based on citywide drainage master plans and designs. Roadside drains will be improved to reduce major inundation from rainfall and waterlogging problems within the core urban areas. Schemes are proposed for Bhopal, Gwalior and Jabalpur.
  • Solid Waste Management. This component will increase the efficiency of the collection and disposal service and extend coverage. The targets are 85% of households in urban centers and 60% in peripheral areas. The program for Bhopal, Indore and Jabalpur cities includes: (i) supply of community waste collection containers, (ii) supply of compactor trucks and dumper placer vehicles, and (iii) civil works to construct sanitary landfill sites with provision of equipment and other facilities for handling refuse.
Part B: Public Participation and Awareness Program
  • Funds for Municipal Action Planning for Poverty Reduction (MAPP). The objective of the MAPP process is to integrate the provision of tertiary urban services for urban poor settlements into citywide development, and to build capacity within the municipal corporations for participatory planning with community groups, using social and poverty analysis. For this purpose, two specific funds are provided under the Project based on the successful experience in the state of Andhra Pradesh.
  • The Area Improvement Fund (AIF) will be available to municipal corporations annually within the framework of the MAPP, which will be prepared by each project city corporation within 1 year of loan effectiveness and updated annually. Eligible schemes include integrated upgrading of slum and poor settlements for improved water supply, sanitation, drains, roads, and street lighting. The total value of the AIF is $5 million.
    The Community Initiatives Fund (CIF) will be available to communities within slums identified through the MAPP process to finance social sector and nonphysical initiatives. The participatory appraisal exercise during the T A identified a priority need for community centers, education, income-generating schemes, and local health care support facilities. Local NGOs will be engaged to assist in the MAPP process in each project city. The participating NGOs will have experience working with government agencies and communities in participatory planning and implementing environmental and slum improvement projects.

    • Water for Asian Cities Program in India. During the loan Fact-Finding Mission, ADB and UN-HABITAT jointly developed a collaborative framework for the Water for Asian Cities Program in India (Supplementary Appendix A) based on the broader memorandum of understanding (MOU) signed between the two agencies on 18 March 2003. According to this collaborative framework, the Water for Asian Cities Program will cover capacity building, awareness, advocacy, and education activities in urban water conservation and demand management, among others. A detailed implementation strategy and plan will be developed and formalized with the Ministry of Urban Development and Poverty Reduction.
      Part C: Project Implementation Assistance
    • Consulting Services will be provided to: (i) assist the PMU and PIUs in developing working procedures and quality control to smoothly implement the Project; and (ii) to prepare detailed designs of the various investment components for each project city, and assist in construction supervision and quality control of the works. (iii) To help the PMU in generating base line data which will be monitored to assess impact of the project and providing guidance for mid course correction, if required, and assess benefits on commissioning of the project.
    • Public Relations and Awareness Program. An awareness campaign through various media will be undertaken to make the public aware of the short-term inconveniences and long-term benefits of the Project to gain the full support of the beneficiaries. Beneficiaries will be also made aware of preventive care to avoid environmental health-related hazards and of their responsibilities to avoid wasting water, including issues such as water rates, user charges, property tax reform, etc. for achieving the goals of the Project. In addition, the campaign will provide feedback to the PMU to adjust the work program based on the impact of the campaign and concerns raised by the beneficiaries.

    BPL/WS/04 : UFW reduction in a Pilot Area (Koh-E-Fiza).

    BPL/SWM/03 : Development of two new Sanitary Landfill sites including all civil works and operation of landfill sites for one year.

             Locations : Fatehpur Dobra, Adampur Chaoni.
            Site infrastructures like entrance gate, watchman’s cabin, compound wall, approach road, weigh bridge record room, office building, green belt, toilet/washing facilities, fire protection system, leachate collection system, drains, including electrical works, water supply and sanitation works.
             1 no. weigh bridge.
             Area of land available at Fatehpura Dobra and Adampur Chaoni is 60.95 acres and 44 acres respectively.
